Southeast Florida logged 40 items on the public record in the week of July 20 to 26, and Miami-Dade County accounted for 31 of them.

The week's business was land and housing finance. Miami-Dade commissioners took up two petitions to create community development districts, which are the financing shells that pay for roads, water lines and drainage inside a new development. One covers a downtown block in South Miami and the other covers a large tract in the south of the county. Both were filed by the developers themselves, so they mark the point where a project starts paying for its own infrastructure.

Housing money moved at the same time. The county's housing finance arm asked to issue up to $100,000,000 in debt for a 255 unit rental project, and commissioners approved splitting an existing ground lease on county land so a workforce and affordable housing project can proceed. The county also approved a plat it filed on its own land, which is the step that turns a parcel into recorded, buildable lots.

Two long-running land use applications advanced as well, one covering 244.37 acres near a major highway interchange and one heading to the state for review. The county also agreed to trade land with the regional water district to clear the way for a road widening.

The record was not spread evenly. Six jurisdictions appear in the week's items, but Miami-Dade holds 31 of the 40. St. Lucie County had 5, and Indian River County, Coral Gables, Delray Beach and Islamorada had 1 each. The items outside Miami-Dade this week were small matters such as property variances and a recreation lease, so the development story sits in Miami-Dade.
