July 31, 2026 — Southwest Florida civic and development activity

Cape Coral, Collier County and four other Southwest Florida governments put 23 items on the public record the week of July 24 to July 30, and 11 of them involve development work.

Two of this week's records point at money a contractor can chase in the next few weeks. Cape Coral's redevelopment agency put a median contract amendment on its July 29 consent agenda, and its own project report says bid documents for a second, larger median job already went to procurement. Collier County's July 28 agenda carries a design award recommendation for a road flyover and a firm ranking for a water plant upgrade.

The rest of the week runs smaller and earlier. Charlotte County and DeSoto County each listed a single land or planning item with the decision still pending. Marco Island and Fort Myers both ran code hearings, which is repair work waiting to be bought rather than new construction.

Cape Coral posted 6 of the 23 items, more than any other jurisdiction. DeSoto County posted 5. Marco Island and Collier County posted 4 each. Across all of it, 17 industries are touched, and engineering and architecture and site preparation lead at 4 items apiece.

Almost none of this is settled. An agenda item is a decision that has not been made yet, so the work behind it is still open.

These are the industries this week's items feed. One item can feed more than one industry, so the shares can add up to more than 100%.

Cape Coral carried the most items on the record this week, with DeSoto County next.

• Cape Coral's Committee of the Whole took a first public look at the Bimini East redevelopment concept on July 29. The agenda listed it as information only, with no action requested. The concept comes from Crown Development Inc., managing member of Bimini Basin Redevelopment Company LLC, and answers the city solicitation numbered RCR25176KMR. The project area is about 34 acres, and the city would convey its own 22 acres to the developer. The plan shows three to five story mixed use buildings with up to 900 dwelling units and 250 hotel rooms across two national brand hotels. It also carries 130,000 square feet of ground floor commercial space, a 55,000 square foot office building, up to 210,000 square feet of medical space, a 60 slip marina and four parking garages. The submittal puts the investment at about $500 million when complete. Work at that size feeds site preparation and grading, concrete and masonry, electrical, plumbing, roofing and climate control crews, plus the building material suppliers behind them. The hotels and medical space then feed commercial cleaning, laundry, food supply, and the accounting, insurance and legal firms those tenants hire. • The Cape Coral Community Redevelopment Agency put Resolution 8-26 on its July 29 consent agenda. It would approve Amendment No. 1 to contract BCR25146MR with VisualScape, Inc. for the Country Club Boulevard Median Beautification Project, at $110,140.50 plus a $5,507.03 agency controlled contingency, for $115,647.53 in all. The contract end date stays January 25, 2027. The amendment adds landscaping and irrigation for the two remaining medians on Palm Tree Boulevard south of Country Club Boulevard. The staff project report in the same packet covers a separate Palm Tree Boulevard median job with an approved budget of $3,000,000. It says the final documents went to procurement for review, and that the bid was expected to post at the end of July or in early August. The same consent agenda carries Resolution 9-26, a $50,000 Breaking Barriers to Business grant to M.S. Castle, Inc., operating as Backstreets Sports Bar. A $3,000,000 median job about to bid is direct work for landscaping and irrigation contractors, site preparation and grading crews, and concrete curb crews. • Collier County's commission agenda for July 28 carries a staff recommendation to award Request for Professional Services 24-8286, design services for the Immokalee Road and Livingston Road flyover, to DRMP, Inc. for $7,594,351.10 under project number 60268. The same agenda asks the board, sitting as the water and sewer district, to accept a selection committee ranking and open contract talks with the top ranked firm, Carollo Engineers, Inc. That Request for Professional Services, numbered 26-8635, covers treatment technology and flow management work at the South County Water Reclamation Facility, project 70299. A flyover entering design buys survey, geotechnical, materials testing and traffic control work first, then heavy civil, concrete and paving later. • Charlotte County's commission listed a request to approve the ranking for the Glades County Adaptation Areas Planning Project (CHNEP) on its July 28 agenda as item 11, numbered 26-441. The county files it as 2026-8488 and the decision is pending. A ranking approval is the step right before contract talks, so engineering and architecture firms and business consultants are first in line on this one. • DeSoto County's commission listed an ordinance amending its land development regulations, case LDR-0010-2025, as item 11 on its July 28 agenda. The county files it as 26-1903 and the decision is pending. Land development rules set what can be built and how. Real estate developers, engineering and architecture firms and legal services read this one first, and the general contractors and building material suppliers behind them follow. • Marco Island's code enforcement magistrate took up case 26-1545 on July 28, covering 960 Olive Court. The city cites section 42-36(E) for encroachments and section 30-434(B) for landscaping. The record lists it as item h, file ID 26-5622, with the decision pending. Cases like this end in corrective work on the ground, so site preparation and hardscape crews and landscaping and lawn services are the ones who get the call. • Fort Myers ran its special magistrate hearing on July 28 at 2200 Second Street. The public notice agenda lists items 1 through 36 as new business and items 37 through 47 as old business. The violations cited across the docket cover parking facility dimensions and surface material standards, sidewalks and driveways, sign maintenance, roofs and drainage, clearance of land, accumulations, and doing business without a local business tax receipt. Each of those citations names a repair a property owner has to buy: paving and striping contractors, concrete and sidewalk crews, sign companies, roofers and land clearing services. Most of what moved this week has not been decided. Eleven of the 23 items involve development work, and the two with real money attached sit in Cape Coral and Collier County. The Palm Tree Boulevard median bid is the nearest one. The agency's own report says the documents went to procurement with the bid expected at the end of July or in early August, so a landscaping or site work contractor who is not already registered to bid with Cape Coral is late. Bimini East is the long play. Nothing has been voted on and the first contracts are years out, but the trades named in that concept can start meeting the developer now. For everyone else, the agendas are the lead list. A pending item is a job nobody has been awarded yet.
