Seven Central Florida governments posted 14 items to the public record for July 29 to August 4, and 6 of them deal with new building or land use.

The biggest money on any agenda in the region was a city budget. Melbourne's council reviewed a proposed budget of $369,368,494 for fiscal year 2027 and took up the tax rates that pay for it. Most of the growth is bond funded utility work. The plan holds $123.7 million for water and sewer capital projects.

Land use moved more slowly. Polk County commissioners voted to set a hearing on a plan change that would let about 1.49 acres on Socrum Loop shift from residential to commercial. The change itself is not adopted. Titusville's Board of Adjustments and Appeals worked a setback request on a small vacant corner lot.

Cocoa put real money on an agenda at a smaller scale. Its redevelopment agency asked for approval of a $20,000 storefront grant and two task orders for waterfront design and construction work.

The dates worth marking are in September. Melbourne set public comment on its budget for September 9 and September 23, and Cocoa's agency meets again on September 14.

• Melbourne's City Council held a special workshop on July 29 to review a proposed budget of $369,368,494 for fiscal year 2027 and to adopt proposed tax rates. Public hearings on the budget are set for September 9 and September 23, 2026. A capital list this size is direct work for heavy civil contractors, underground pipe and utility crews, paving companies, and the engineering firms that design and inspect the jobs. Concrete, pipe, and aggregate suppliers feed the same projects, and the water plant expansion needs specialty mechanical and electrical trades. • Polk County commissioners voted to set a hearing on a large scale change to the county's long range land use plan, filed as LDCPAL 2026-3, covering about 1.49 acres on Socrum Loop. The request would move the property from Residential Low-4X to Linear Commercial Corridor-X. The site falls inside the Transit Support Development Area, the Green Swamp, the Polk City Special Protection Area, and the Transit Corridors and Centers Overlay. Only the hearing was set. The land use change itself has not been adopted, and the record lists no fiscal impact. A commercial designation on a corridor parcel is the earliest signal a site will be cleared and built. It points to work for site prep, grading and hardscape crews, general contractors, and the engineering and architecture firms that draw the plans. Building and industrial supply houses and real estate developers watch this stage on purpose, because it lands well before site plans, bids, and permits are set. • Titusville's Board of Adjustments and Appeals took up Variance 15-2026 for a vacant lot at 701 Booker St, carried over from June 24 at the applicant's request. The request would allow a side corner setback of 10 feet where the code requires 20 feet for a primary structure in the R-1C single family high density district. The lot is about 0.11 acres, or 4,791 square feet, and falls short of the district's minimum 6,500 square foot area and 65 foot width. Staff recommended approval and pointed to the reduced lot width and corner location as the hardship. Staff also flagged that the submitted plot plan shows an interior side setback of 9.81 feet where 10 feet is required and a rear setback of 22.20 feet where 25 feet is required, so more variances would be needed unless the plan is revised. A setback variance on a vacant corner lot is the step that makes a single home buildable. It feeds small home builders, surveyors, foundation and framing crews, and the site prep contractors who handle a lot this size. • Cocoa's Community Redevelopment Agency put three money items on its August 3 agenda. One asks the agency to approve a storefront grant of up to $20,000 under the Commercial Facade Improvement Program for a property at 513 S Cocoa Blvd Ste D. A second asks approval of Task Order 2026-16 with Kimley Horn to design the T-Dock. The third asks approval of a task order with Mead & Hunt for construction services on the Lee Wenner Park Day Slips and Revetment Project, in the amount of $77,853. The agency's next meeting is set for September 14, 2026. Storefront grant money goes to small commercial trades: painters, sign makers, awning and window installers, and carpenters who rebuild a shopfront. The park work feeds marine and dock builders, seawall and revetment crews, and the engineering firms carrying the design. The clearest opportunity in this window is public sector construction in Brevard. Melbourne's proposed budget puts a large block of utility, paving, and stormwater work in front of contractors, and the September hearings are the last public step before those dollars are locked in. Firms that bid municipal work should get their vendor paperwork current now rather than after a bid notice posts. The private side is earlier and smaller. Polk County's plan change is a first step on a commercial corridor, so developers, engineers, and site work crews have time to introduce themselves before the site plan stage. In Titusville a single lot is being made buildable, which matters to a small builder and the trades that follow. Cocoa's storefront grant and dock work are the kind of money that lands with local shops rather than out of town firms, and the agency meets again in September.
