The owner, MORGAN EVELYN ESTATE (with CRISTIAN OSDENY FUENTES AGUILAR & VICKY DORIS AGUILAR AQUILAR agreeing to the settlement), was found in violation of the IPMC and Apopka Municipal Code. A settlement amount of $12,000.00 has been agreed upon to resolve the unpaid lien, and the property is now in compliance. The Apopka City Commission will consider authorizing the issuance of a Sole Source Memo for HJ3 Composite Technologies for FY2026. This is for proprietary composite materials, installation procedures, and engineering methods for structural concrete repair and rehabilitation, specifically for a wastewater treatment tank. HJ3 Composite Technologies is identified as the sole source manufacturer and qualified provider of the Stronghold composite concrete repair and rehabilitation system. The requested amount is annual budgetary appropriations. The Apopka City Commission will consider authorizing the execution of piggyback contracts for various services and equipment. These include Motor Vehicles through Florida Department of Management Services, Bulk Solid Waste and Recycling Equipment with Wastequip Manufacturing Company LLC, Utility Site Restoration and Stormwater Pipe Installation and Repair with Stage Door II, LLC, Plumbing Lift Station and Boiler Services through the School Board of Orange County, and Processing and Disposal of Waste with Waste Management, Inc. of Florida. These contracts leverage existing bids from other governmental agencies for efficiency and cost savings.
