[case CRA Resolution 3-26; CRA Resolution 4-26; CRA Resolution 5-26] The Cape Coral Community Redevelopment Agency (CRA) approved a $50,000 grant award to Zuly Dental Medicine Center, LLC, through CRA Resolution 3-26, as part of the Breaking Barriers to Business Grant Program. The agency also approved Amendment No. 1 to Staffing and Cost Proposal ST-04 with Stantec Consulting Services, Inc. for professional services related to the Palm Tree Square Project, increasing the total not to exceed amount to $399,630. Additionally, CRA Resolution 5-26, a budget amendment for Fiscal Year 2026, was approved, increasing the budget by $860,720 for a total of $8,315,921. This amendment funds projects including Bimini Square Sidewalk, Founder’s Park Captain Walk, Iguana Mia Parking Lot, and Palm Tree Public Square improvements. Two residents spoke in opposition to using millage/debt service for CRA projects. The FY 2027 Proposed Budget for the Cape Coral Community Redevelopment Agency was presented, with a total requested budget of $7,711,956. Key expenditures include $1,882,292 for TIF rebates (Slipaway and Bimini Square), $545,000 for Economic Development Incentives, $647,343 for central services and enhanced policing/code enforcement, and $180,000 for Project Management services. Loan payments for The Cove parking garage total $1,377,292, and annual debt payments for SE 4th Streetscape and Bimini East are $2,658,354. A new sidewalk is planned for Vincennes Street with an estimated cost of $80,000. The 4642 Vincennes Boulevard Public Parking lot (Project C193001007) is in design and construction, with an approved budget of $659,591 and an estimated completion in Fall 2026. The 4813 Vincennes Street Public Parking lot (Project C193001007) is also in design and construction, with an approved budget of $371,020 and an estimated completion in Fall 2026. A Request for Interest (RFI) for a mixed-use development on Big John’s parking lot is being processed. Club Square Compactors and Enclosures (Project C193001015) has an approved budget of $370,000 and an estimated completion in Spring 2027. The Cape Coral Parkway 6-Laning, Signal Retiming, and Parking project has a construction completion date of November 30, 2026, with an approved budget of $1,842,850. Country Club Blvd Median Landscaping (Project C193001005) has an approved budget of $1,390,034 and is expected to be completed in Summer 2026. Palm Tree Blvd Median Landscaping Project (Project C193001012) has an approved budget of $3,000,000 and an estimated completion in Spring 2027. The Cape Coral Pkwy Streetlight Retrofit (Project C193001013) has an approved budget of $1,000,000 and is expected to be completed in Summer 2026. The Bimini Basin Mooring Field design and permitting is underway with an estimated completion in Winter 2026. Founders Park – Captains Walk (Project C193001017) has an approved budget of $98,000 and an estimated completion in Summer 2026. Palm Tree Public Square (Project C193001016) has an approved budget of $399,630 and is in Design Phase II with an estimated completion in Spring 2027. Bimini East, a 22-acre mixed-use waterfront district redevelopment, is in negotiations with an estimated completion in Summer 2026. [4827 Milton Street; 1306 Cape Coral Parkway E; 4839 Vincennes Street; 424 SE 47th Terrace; 520 Cape Coral Parkway E; 1023 SE 47th Terrace] The Code Compliance Report for March 1, 2026, to April 30, 2026, listed several addresses with noted violations: 4827 Milton Street (Health and Sanitation), 1306 Cape Coral Parkway E (Health and Sanitation), 4839 Vincennes Street (Health and Sanitation), 424 SE 47th Terrace (Zoning and Land Use), 520 Cape Coral Parkway E (Zoning and Land Use), and 1023 SE 47th Terrace (BTR and CU). The CRA Maintenance Report detailed the activities of the CRA Maintenance Crew, including weed whipping and debris removal in alleyways, pressure washing of pocket parks connected to Club Square, maintaining Right-of-Way in preparation for the rainy season, edging of curbing for stormwater flow, and edging of sidewalks for pedestrian safety. Earth Day activities were also noted for April 22, 2026.
