[2 South Orlando Avenue, Cocoa Beach] The City Commission will consider setting the proposed millage rate for fiscal year 2027 at 6.1644. They will also confirm dates for public hearings to adopt the tentative and final millage and budget for Fiscal Year 2027. The first public hearing and vote for the tentative millage and budget is scheduled for September 3rd, 2026, at 6:00 PM, and the second public hearing and vote for the final millage and budget is scheduled for September 17th, 2026, at 6:00 PM. Both meetings will be held at City Hall, 2 South Orlando Avenue, Cocoa Beach. The City Commission will consider approving the fourth amendment to the contract with the United States Tennis Association-Florida (USTA). This amendment will defer the City of Cocoa Beach's obligation to replace the north side fence until Fiscal Year 2027-2028. The City Commission will consider adopting the updated Emergency Pay Policy for City Employees during declared States of Emergency. This policy requires an annual review and update according to federal, state, and local emergency management guidance. The City Commission will consider ratifying a Wage Re-Opener for the period of October 1, 2026, to September 30, 2027, between the City of Cocoa Beach and The Florida State Lodge Fraternal Order of Police Inc. (FOP). The City Commission will consider ratifying a Wage Re-Opener for the period of October 1, 2026, to September 30, 2027, between the City of Cocoa Beach and Laborers International Union of North America (LIUNA) Local 630. [case Ordinance 1716] The City Commission will consider adopting Ordinance 1716 on second reading, which amends provisions related to the Special Magistrate, including requirements for the release/reduction of liens. [case Ordinance 1722] The City Commission will consider adopting Ordinance 1722 on second reading, which amends Chapter 9 of the City Code, 'Fire Prevention.' The amendments add notice of violation (NOV) as an enforcement method, update a code enforcement chapter reference, and add a Class III violation for failure to comply with written notices or orders from the Fire Official, including nonpayment of fire inspection fees after notice. [case RFP CB26-008] The City Commission will consider approving the Review Committee's recommendation and authorizing staff to negotiate a contract with Waste Management under RFP CB26-008 for Residential & Commercial Solid Waste Services. Staff will be directed to proceed with either option 1 (separate residential & for-cost municipal) or option 2 (all-inclusive residential & no-cost municipal) cost structure. [case CB26-001, SRF Loan WW050640] The City Commission will consider approving the Review Committee's recommendation to negotiate contracts with 6 out of 10 companies who submitted qualifications for CB26-001 to provide sanitary sewer manhole, mainline and lateral rehabilitation services as part of the City's Inflow and Infiltration abatement program SRF Loan WW050640. The selected companies are Insituform Technologies, LLC; Gulf Coast Underground, LLC; Inliner Solutions, LLC; SAK Construction, LLC; BLD Services, LLC; and Rowland (DE), LLC. Costs will only be incurred for services rendered. [case Resolution 2026-12] The City Commission will consider adopting Resolution 2026-12, relating to the Florida Department of Environmental Protection (DEP) Clean Water State Revolving Fund (CWSRF). This resolution adopts the City of Cocoa Beach Water Reclamation Facility Plan Update, effective July 16, 2026. These projects are a fiscal year 2027 budget request. [case RFP CB26-010] The City Commission will consider approving the Review Committee's recommendation and authorizing staff to negotiate a contract with Tetra Tech as primary and Debris Tech as a contracted backup under RFP CB26-010 for Disaster Debris Monitoring Services. Costs will only be incurred for services rendered. [case RFP CB26-011] The City Commission will consider approving the Review Committee's recommendation and authorizing staff to negotiate a contract with 5 of the 10 proposers under RFP CB26-011 for Disaster Debris Removal & Recovery. The selected companies are DRC, SDR, TRF, Crowder Gulf, and Garner. Costs will only be incurred for services rendered. [case CB26-014] The City Commission will authorize staff to negotiate and award a contract with Textron E-Z-GO LLC for golf cart replacement (CB26-014) and execute a four-year lease agreement with PNC Equipment Finance for an amount not to exceed $602,064.00, including the trade-in value of the existing fleet.
