[Deland Municipal Airport; case 458317-1-94-01] The City Commission is considering approving a grant award for the Airport Taxiway E Design Project. This involves vacating a 50-foot wide, 552.68-foot long section of the Bennett Drive right-of-way. [Bennett Drive] The City Commission will consider the acceptance of an easement for Bennett Drive, which is related to the Bennett Drive right-of-way abandonment. [Country Club Pointe Redevelopment] The City Commission will consider approving a Utility Service Agreement for Country Club Pointe Redevelopment. [Adjacent to Lake Gertie] The City Commission will consider granting temporary authorization to the St. Johns River Water Management District to install water monitoring equipment adjacent to Lake Gertie on City-owned property. [DeLand Municipal - Sidney H Taylor Field/Deland, FL/Volusia] This document is a Public Transportation Grant Agreement between the State of Florida, Department of Transportation, and the City of DeLand for the rehabilitation and reconstruction of the south-central apron at DeLand Municipal - Sidney H Taylor Field. [DeLand Municipal Airport] AVCON, Inc. is proposing to provide professional engineering services for the design and bidding of the Taxiway E Realignment and installation of Medium Intensity Taxiway Lights (MITL) at DeLand Municipal Airport. The project aims to meet FAA design standards by realigning Taxiway E for a 90-degree intersection with Runway 30, which will involve modifications to a stormwater pond and realignment of a taxilane. The installation of MITLs will enhance nighttime aircraft safety. The total fee for AVCON's services is not to exceed $120,000, with 80% funded by FDOT and 20% by the Airport Enterprise Fund. Bowman Consulting Group Ltd. will provide topographic survey services for approximately 14.40 acres for a lump sum of $19,785.00. [2235 South Woodland Boulevard, DeLand] The City of DeLand is considering a Utility Service Agreement for the Country Club Pointe Redevelopment project, located at 2235 South Woodland Boulevard. The project involves the demolition of existing structures and the construction of three new buildings for retail shops. The agreement outlines standard terms for utility service, with no provision for reimbursement for oversizing of offsite utilities. The city anticipates receiving impact fees and ongoing utility revenue upon completion. [Adjacent to Lake Gertie, Volusia County, Florida; case LRS LA# 2736] The City of DeLand is granting temporary authorization to the St. Johns River Water Management District (SJRWMD) to install water monitoring equipment adjacent to Lake Gertie on city-owned property (Parcel Id: 700503000081). The equipment will collect data and monitor water levels. The agreement has an initial term of ten years with automatic renewals, but the City can terminate with 90 days' notice. All costs will be borne by the SJRWMD. [600 North Woodland Boulevard; case Z25-206] The City Commission approved the rezoning of approximately 1.90 acres at 600 North Woodland Boulevard from E-1 (Educational) to DeLand Atrium PD (Planned Development). The property, previously occupied by the Museum of Arts, will operate as a vertical mixed-use space, retaining flexibility for arts uses, including Stetson University's performing arts theater. The applicant is 600 N. Woodland DeLand, LLC. The property will generate tax revenue as it is now owned by a taxable commercial entity. The first reading was approved 5-0 on May 4, 2026, and the second reading was approved 4-1 on June 1, 2026. [600 N Woodland Blvd, DeLand, FL 32720; case Z25-206] Rezoning of a property from E-1 (Educational) to Atrium DeLand Planned Development (PD). The existing 26,444 sq ft building, currently used for a theater, museum storage, and offices, will continue its existing uses with potential for additional uses under the PD. No site redevelopment is planned at this time, but future modifications would need to comply with PD development standards. The rezoning is expected to have a positive economic impact by expanding allowed uses and is consistent with surrounding commercial, educational, and residential uses. A scrivener's error in the original zoning map has been corrected. [1965 Bennett Drive, Deland, FL (Volusia County); case Ordinance No. 2026-12] Abandonment of approximately 0.89 acres of the Bennett Drive right-of-way, located along lots 25-31 of the DeLand Business and Industrial Park plat. The abandonment will allow the right-of-way to be used as a private driveway for the Coastline Power Solutions business. The applicant, S A Casey Construction, will be required to provide easements for underground stormwater, water, and sewer lines. Utility providers (AT&T, Charter Communications, City of DeLand Utilities, Duke Energy, Florida Gas Transmission Company) have provided letters of no objection. The City Commission approved first reading on May 18, 2026.
