[120 SOUTH FLORIDA AVENUE (City Hall); case Bid #26-09 (Westside Interceptor ARV Replacements); Ordinance 2026-18] The City Commission will hold a public hearing and consider approving a resolution for the Water Plant PFAS Treatment and Removal Project's State Revolving Fund Facility Plan and Business Plan. Separately, the Commission will consider approving Amendment No. 1 to the Ground Lease Agreement for the Sport Aviation Village with Shalom Confessor De Aguiar Do Amaral. They will also consider approving Utility Service and Fair Share Agreements for Woodruff Ridge Subdivision and Third Lake Storage commercial project. JL2 Architecture will be considered for design services for Fire Station 84, with a proposed cost of $149,805.00. Bids for the David E. Disney Tennis Center/Pickleball Court Expansion & Upgrade will be rejected, and the project put on hold. Change Order No. 1 for the Westside Interceptor ARV Replacements Project, Bid #26-09, in the amount of $31,196.00, will be considered. A contract to construct the Reclaim Water Expansion Phase 6 will be awarded to Treasure Coast Infrastructure (WCDEL, LLC.) for $890,253.00. A contract to construct the East Regional Force Main Part B-1 will also be awarded to Treasure Coast Infrastructure (WCDEL, LLC.) for $1,098,300.00. Mead & Hunt will be authorized for Construction Phase Services for Phase 6 Reclaimed Water Main Extensions for $106,059.00, and for East Regional Force Main Part B-1 Construction Phase Services for $119,315.00. The Commission will consider approving Ordinance 2026-18 for abandoning ± 0.09 Acres of Right-of-Way along W. Walts Avenue and S. Palmetto Avenue on Second Reading, and accept an easement for the same. Finally, the proposed Millage Rate for Fiscal Year 2026-2027 will be considered for approval at 6.1841 mills.
