[case 2025-960; 2025-957] The Alachua County and City of Gainesville Joint Water and Climate Policy Board met on December 1, 2025. The board adopted the agenda and approved minutes from previous meetings on September 9, 2024, August 4, 2025, and October 6, 2025. The board also approved the proposed 2026 meeting dates, including an additional meeting on August 3, 2026, at 3:00 p.m. A presentation was given on the Countywide Bicycle Pedestrian Master Plan Update. Public comment was received regarding barriers to acquiring property and FEMA Act of 2025. Member comment included concerns about the drought. The next meeting was scheduled for February 2, 2026. [case 2026-412; 2026-413] The Alachua County Environmental Protection Department provided an update on water shortages in the region, noting that the Water Management Districts have declared shortages. The SJRWMD declared a Phase III Extreme Water Shortage, and the SRWMD declared a Modified Phase II Water Shortage. Restrictions include non-essential water use prohibition, landscape irrigation limited to one day per week, and postponement of new landscape planting. The presentation also covered water conservation education efforts and the importance of leading by example in water conservation. Stokes Solar Pilot Project. These initiatives focus on weatherization and energy efficiency improvements for low-income rental properties, aligning with the County's Climate Action Plan. The EMPOWER Coalition, established in 2021, received technical assistance from the U.S. Department of Energy's Local Energy Action Program (LEAP). The coalition is working with neighborhood leaders to establish a Community Investment Board to prioritize weatherization and efficiency upgrades.
