The City Council will receive a briefing on the Urban Trails project, which aims to improve pedestrian connectivity throughout the Fletcher School corridor. Conceptual designs are being developed for three specific corridors: Seagate Avenue (Third Street to Penman Road), 10th Street North (Seagate Avenue to 15th Avenue North), and 18th Avenue North (10th Street North to Third Street North). A public outreach meeting was held on May 28, 2026, and feedback has been incorporated into the conceptual alternatives. The Council will be asked if they wish to proceed with these concept designs. The City is considering the creation of a SPARK (Citizen Information Academy Alumni) program to keep graduates engaged and involved in community outreach. A survey of 91 graduates showed strong enthusiasm, with 85% interested in joining and 81% in volunteering. The program aims to share accurate city information, participate in events, and connect neighbors with local government. The Council will be asked to support the program's creation, vision, goals, and budget of $1,605 for startup costs and $750 annually. [North side of the basin at Beach Marine] Dockside Seafood, the current tenant at the City's property north of the basin at Beach Marine, has added cooler space and seating, now totaling 120 seats and a 2,000 sq ft structure. This meets requirements for a 4COP SRX license for full liquor service, but the current lease agreement limits them to a 2COP (beer and wine only) license. The tenant requests an amendment to the lease to allow for a 4COP SRX license. The City Council will discuss if they wish to consider bringing a lease amendment forward. [Jacksonville Beach proper] The City Council will discuss a proposed stand-alone policy for summer camps and tournaments on the beach, which would replace a revision to Section 6-5(a) of the City Code. The policy aims to define 'fitness-related' and 'camp', create a fee schedule, remove the local business tax receipt requirement, and remove the requirement for a place of business west of the bulkhead line. A draft policy is provided, mirroring the Special Event policy, requiring an approved Camp/Tournament Permit with a $200 non-refundable application fee. The Council will be asked if there is consensus to refine the policy and create a fee schedule for formal action.
