CRA Agenda Packet July 15, 2026

[11 North Third Street, Jacksonville Beach, Florida; case CRA Resolution 2026-04] The Community Redevelopment Agency (CRA) is considering adopting the Fiscal Year 2026-2027 budget for both the Downtown and Southend Tax Increment Districts. The total budgeted tax increment proceeds are $15,354,856, with $11,840,339 allocated to the Downtown District and $3,514,517 to the Southend District. The budget includes expenditures for Community Redevelopment and Community Policing (CAPE Program). The CRA will vote to adopt or deny CRA Resolution 2026-04. The Community Redevelopment Agency (CRA) is considering an extension for the Quarter 3 Facade and Safety Grant application review period. The original review date of July 27 has been adjusted due to a Council Retreat, leading to no CRA meeting on that day. The extension will allow applications received before the August 24 CRA meeting to be considered for funding, ensuring applicants are not disadvantaged by the revised schedule. [Southend (from Jacksonville Drive to South Beach Park entrance)] The Community Redevelopment Agency (CRA) is providing an update on the Southend urban trail segment project. The project involves an eight-foot-wide, six-inch-thick concrete sidewalk from Jacksonville Drive to the South Beach Park entrance. The city plans to use existing contractors who have performed similar work. Public notification will include door-to-door outreach, letters, social media, and the city website. The project came in just under budget. The Community Redevelopment Agency (CRA) received an update on the Passive Park project. The city has obtained all necessary regulatory approvals and certifications, with no special environmental permits or protected resources identified on the site. The plan is to use the same concrete and landscaping contractors as the urban trail segment, with Vanguard handling lighting components. Construction is anticipated to begin in late June, following the completion of the trail segment, with potential overlap in early phases.
