[East side of Simpson Road, south of Osceola Parkway and north of Buenaventura Boulevard; case Ordinance #26-15] The City Commission will hold a public hearing and second reading for Proposed Ordinance #26-15, which establishes the Hilliard Isle Community Development District (CDD). The CDD will encompass approximately 451 acres and will finance infrastructure improvements for the Hilliard Isle Mixed Use Planned Unit Development (PUD-22-0004). The project is located on the east side of Simpson Road, south of Osceola Parkway and north of Buenaventura Boulevard. Pulte Home Company, LLC is the petitioner. The City Commission previously recommended approval of the first reading on June 2, 2026. The City Commission will consider an amendment to the Section 108 Loan Application, a substantial amendment to the 2025-2029 Consolidated Plan and 2025 Annual Action Plan, and an accompanying resolution. The amendment increases the Section 108 Loan Application amount from $3,000,000 to $4,000,000 to cover the installation of a main fire line for the rehabilitation of the Haven on Vine Apartments. The City Commission previously approved the intent to submit the loan application on January 20, 2026. [case Contract #20260225] Approval is requested to purchase a truck with a forestry chipper dump body for the Parks and Recreation Department for $113,872, using the Florida Sheriff Association Contract #20260225. This unit will replace two older units and will be used for towing a wood chipper and transporting chipped plant materials, allowing for reuse within city parks and public lands. [Fortune Road Athletic Complex; case Contract #20260226] Approval is requested to install LED stadium lighting at the Fortune Road Athletic Complex for $174,900 with Musco Sports Lighting, LLC, under Sourcewell contract 071619-MSL. This installation will complete a project previously approved for equipment purchase in 2024, with remaining grant funds being insufficient for installation. [Kissimmee Police Department; case Contract #20260065] Approval is requested for the First Amendment to the Agreement with KONE, Inc. (Contract #20260065) to add one elevator at the Kissimmee Police Department for an additional $185,631, increasing the total contract amount to $983,001. An additional $14,369 in contingency funds is also requested. The original agreement was for City Hall elevator modernization. [case Contracts #20260209, #20260206, #20260207] Approval is requested for continuing services contracts for general planning services with Inspire Placemaking Collective, Inc. (#20260209), NUE Urban Concepts (#20260206), and Traffic and Mobility Consultants (#20260207). These contracts, valid for five years, will allow these firms to perform various planning, transportation, mapping, marketing, public involvement, and market analysis services without requiring new RFQ/RFP processes for each task. [case Contract #20260206] Approval is requested for a $148,000 scope of work with NUE Urban Concepts (Contract #20260206) to update the Mobility Fee Ordinance and Mobility Study. The project, expected to be completed by June 30, 2027, aims to reduce the number of mobility districts from ten to a maximum of four, revise the project list to align with the City's Five-Year Capital Improvements Program, and incorporate broader objectives like complete streets and Vision Zero initiatives. The update is not intended to significantly increase mobility fees, which have not been raised since 2012. [case Grant #BVP26] Approval is requested to accept the 2025 Bulletproof Vest Partnership Grant from the U.S. Department of Justice, Office of Justice Programs, totaling $24,215.37 (Grant #BVP26). These funds will partially finance the procurement of bulletproof vests for the Kissimmee Police Department, with the remaining costs covered by the department's General Fund. The Police Chief is authorized to sign related agreements. [South side of Hill Street connecting South Emory Street, Lincoln Street, and John Young Parkway; case Contract #20240056] Approval is requested for Change Order No. 1 to the contract with American Persian Engineering, Inc. (Contract #20240056) for the Hill Street Sidewalk Project, in the amount of $75,666.60. This change order incorporates revisions for the construction of a six-foot-wide sidewalk along the south side of Hill Street, including non-mountable Type F curb and related roadway modifications to prevent vehicle encroachment and enhance pedestrian safety. [Kissimmee Gateway Airport; case Grant #AIRFAC26] Approval is requested to accept an Internship Grant from the Florida Airports Council (FAC) for Kissimmee Gateway Airport (Grant #AIRFAC26). The grant, totaling $5,000 ($4,000 from FAC, $1,000 from Airport funds), will support an intern for up to 8 weeks in 2026 to develop skills for airport entry-level positions and produce a research project benefiting the airport. The City Commission approved the grant application on May 19, 2026. [case RFP2026-009, Contract #20260228] Approval is requested to award Contract #20260228 for RFP2026-009 to Purvis Gray Company for Professional Auditing Services. This contract will be for three years, starting with the fiscal year ending September 30, 2026, with two optional one-year renewal terms. Purvis Gray was recommended by an auditor selection committee after seven qualified proposals were submitted. [Downtown Kissimmee CRA Area, including Broadway corridor and Kissimmee Lakefront Park area; case RFP2026010] Approval is requested to award RFP2026010 for holiday lighting and decorations in the Downtown Kissimmee CRA Area to We Hang Christmas Lights FL, selecting Proposal Option 2 for enhanced lighting. Nine bids were submitted, and the selection committee recommended We Hang Christmas Lights FL based on experience, pricing, and quality of proposed designs. The total cost is $87,766.75, split between the DKCRA, Parks and Recreation, and Development Services.
