[case Ordinance # 26-17] The City Commission is considering approving the first reading of Proposed Ordinance #26-17, which amends Chapter 8 of the Code of Ordinances related to Aviation. [case SHIP26] The City Commission is requested to approve accepting State Housing Initiatives Partnership (SHIP) Program annual funding of $609,218 for Fiscal Year 2026-2027. This grant provides funding to strengthen law enforcement and criminal justice operations related to criminal illegal aliens, drug trafficking, human trafficking, gangs, and transnational criminal organizations. Funding may be used for eligible personnel, technology, equipment (e.g., DFR drones), and temporary detention facility improvements. Authorization to apply does not obligate the City to accept an award; staff will return for approval if funding is awarded. The recommendation is to approve the authorization to apply. [30 Broadway; case Contract #20260221] The Downtown Kissimmee Community Redevelopment Agency (DKCRA) is requesting approval of a Pioneer Project Incentive Program Agreement (PPIP) with Souza & Martins Savory Bites (DBA Nosso Quintal Brazilian Bar & Grill) for a project at 30 Broadway. The project involves redeveloping and rehabilitating an existing building into a 3,020-square-foot upscale restaurant and hospitality destination. The DKCRA recommends awarding a PPIP grant of $76,000, which is 10% of the estimated $760,000 in eligible tangible construction costs. This grant will be reimbursed upon project completion, Certificate of Occupancy, and verified invoices. The project is expected to create 25-40 jobs and introduce a unique hospitality concept. The recommendation is to approve the agreement.
