The City Commission approved the first reading of Proposed Ordinance #26-17, which amends Chapter 8 of the Code of Ordinances related to Aviation. A resident provided feedback concerning noise. The Commission also approved the Consent Agenda, which included the first one-year extension of Construction and Renovation Services Contracts with eight firms, a continuing services contract with Michael Baker International for general planning services, the first amendment to the CMAR Agreement for Mill Run Fire Station No. 2 with CORE Construction Services of Florida, LLC, awarding a contract to Ring Power Corporation for backup generators for the Kissimmee Police Department and 911 Center for an amount not to exceed $591,690.00, approval of the design for a new traffic signal system at Mill Slough Road and Denn John Lane for $160,300.00, acceptance of State Housing Initiatives Partnership (SHIP) funding for FY 2026-2027 ($609,218) and additional SHIP funding for FY2025-2026 ($22,598.10), and approval to apply for the FY 2026 COPS Law Enforcement Mental Health and Wellness Act Program Grant. The Downtown Kissimmee Community Redevelopment Agency (DKCRA) approved a Pioneer Project Incentive Agreement (PPIP) with Souza & Martins Savory Bites for a project at 30 Broadway. Public comment included remarks on artwork display permits, marijuana trucks, bicyclists without helmets, downtown business noise, and public accountability.
