[724 & 728 Magnolia Avenue] Consideration and approval of the Amendment to the Performance Agreement between Panama City Community Redevelopment Agency and Wilson Avenue Redevelopment, LLC for TIF Rebate Incentive on the development of 724-728 Magnolia Avenue. The developer requested an extension of the completion deadline from May 30, 2026, to December 31, 2026, due to delays with updated construction plans, permitting, and impact fee questions. Permits were released on February 17, 2026, and construction is expected to proceed. Discussion and consideration of establishing a Redevelopment Site Preparation Grant Program for all four Community Redevelopment Agency (CRA) Districts. Staff has prepared draft program materials for Board review, including a summary memorandum of Board feedback, draft Program Guidelines, draft Grant Application, and draft Scoring Rubric. The purpose is to allow the Board to review the draft documents, provide direction on any remaining issues, and confirm the structure of the program. Staff anticipates bringing a formal grant program for consideration and approval at the May 5, 2026, CRA Board meeting. Summary of feedback received through recent CRA community surveys conducted across all four (4) CRA districts. The surveys aimed to gather input from residents, business owners, and stakeholders regarding priorities for future CRA investments, projects, and initiatives. Common priorities identified include infrastructure improvements (roads, sidewalks, drainage, lighting, utility upgrades), parks and public spaces (upgrades, waterfront access, trails, playgrounds, gathering spaces), maintenance and beautification (landscaping, tree trimming, trash pickup, pressure washing, streetscape maintenance), economic development (grocery stores, small business support, redevelopment incentives, activation of vacant properties, shops/dining/employment opportunities), and parking and mobility (public parking, walkability, bike access, traffic flow). District-specific highlights and recommendations for future planning discussions are also provided. Presentation and discussion of statewide Community Redevelopment Agency (CRA) research related to GAP funding, lending, and incentive programs. Staff conducted research on how CRAs across Florida are utilizing GAP funding, loans, and other incentive programs to support redevelopment. The research includes examples from more than a dozen CRAs, covering GAP funding programs, how CRAs allocate funding, comparisons with similar CRAs, and common program types (infrastructure investment, property improvement grants, economic development incentives). The research indicates that most CRAs implement a diversified approach to funding supported by clearly defined program structures.
