The agenda includes several items: Modifications and Approval of Agenda, Variances, Use by Exception & Variance, Conservation Overlay Zone Development, Land Use Plan Amendment, Rezoning & Use by Exception, and Applications Involving Lewis Blvd. Specific projects include variances for setbacks and lot coverage at 78 Sanford St, 118 Lamego Ln, 141 Menendez Rd, and 161 Riberia St. There is also a request for use by exception for a theater, commercial entertainment facility, special event venue, and alcohol sales at 82, 84, and 86 Washington St, along with parking and setback variances. Another use by exception and variance request is for off-site parking and setback reduction at 230 W King St. Several applications involve the removal of significant trees within Conservation Overlay Zones at 500 Anastasia Blvd, 404 Riberia St, 1018 Pantano Dr, 958 Pantano Dr, 818 Pantano Dr, and 910 Pantano Dr. A land use plan amendment and rezoning is proposed for 18 and 20 Spring St. Finally, rezoning and variance requests are on the agenda for properties at 65 Lewis Blvd and 69 Lewis Blvd. [28 Montrano Avenue, 1095 Anastasia Boulevard, 70 Abbott Street, E. Park Avenue, Pelican Reef Drive, Fancher Court, 112 Martin Luther King Avenue; case PZB2026-0018, PZB2026-0030, PZB2026-0033, PZB2026-0010, PZB2026-0035, PZB2026-0036, PZB2026-0038] The Planning and Zoning Board met on May 5, 2026. The meeting included approval of minutes, modification of the agenda, and several public hearings. A variance for lot coverage and side yard setback at 28 Montrano Avenue was approved. A use by exception for professional and business offices at 1095 Anastasia Boulevard was approved with conditions. A use by exception for off-site parking at 70 Abbott Street was approved with conditions. Several applications for the removal of significant trees within Conservation Overlay Zones were discussed and approved with conditions, including at E. Park Avenue, Pelican Reef Drive, and Fancher Court. A recommendation for denial was made for a future land use plan map amendment and rezoning at 112 Martin Luther King Avenue. [78 Sanford St; case PZB2026-0040] The Planning and Zoning Board staff recommends approval of a variance request for 78 Sanford St. The variance seeks to reduce the rear yard setback from ten (10) feet to seven (7) feet and the side yard setback from ten (10) feet to three (3) feet for a proposed 570-square-foot residential accessory structure. This would increase lot coverage by approximately 1% to about 42%. The applicant states the property has a singular disadvantage due to its small size and existing conditions, making it difficult to reasonably use the property without the variance. The proposed variance is not expected to be contrary to the public interest or adversely affect the vicinity. [118 Lamego Lane; case PZB2026-0041] The Planning and Zoning Board staff recommends approval of a variance request for 118 Lamego Lane. The variance seeks to reduce the rear yard setback from the required ten (10) feet to five (5) feet for a proposed screen enclosure over a swimming pool. The property is located in the Madeira Planned Unit Development, which requires full building setbacks for screen enclosures. The rear of the property backs up to a vacant, unplatted, forested area. The applicant states the property is very small and that the lack of variance creates a danger around the pool area due to a past stroke.
