[8359 Stringfellow Road] Approval of a lease agreement for 1,000 square feet of office space at 8359 Stringfellow Road to house the Lee County Sheriff’s Office Gulf District substation. The lease is for five years with a monthly rental cost of $1,956.51, plus an annual escalation of 3% after the first year. The County will also pay $2,000 for tenant improvements. This is a renewal/expansion of services for the Sheriff's office. [3918 Burnt Store Road North, Cape Coral] Approval of a real estate purchase agreement for a +/- 15,638 square foot parcel at 3918 Burnt Store Road North, Cape Coral, for the future expansion of Burnt Store Road North. The purchase price is $41,000, which is the appraised value. The widening of Burnt Store Road North is a Tier One priority transportation project. The purchase includes $41,000 for land and $4,500 for estimated closing costs. [North of Maria Drive and west of Stringfellow Road, Saint James City on Pine Island] Approval to place Conservation 20/20 Nomination 672 into Tier II for acquisition. This nomination is a 44-acre parcel adjacent to the Buttonwood Preserve, located in Saint James City on Pine Island, north of Maria Drive and west of Stringfellow Road. The Conservation 20/20 Land Acquisition and Stewardship Advisory Committee (CLASAC) recommended this placement with a vote of 5 in favor and 4 opposed. [1709 Bikini Court, Cape Coral] Acquisition of +/- 18,073 square feet (Parcel 108-Parent Tract) at 1709 Bikini Court, Cape Coral, for $780,000 plus closing expenses for the Cape Coral Bridge Replacement project. The total acquisition cost is $795,000. The project requires 1,897 square feet for construction, but the entire parent tract is being acquired to avoid potential condemnation expenses and severance damage claims. The remaining land can be retained or sold after construction. [Cape Coral] Modification to the Cape Coral Recreation Center and Disaster Shelter Community Development Block Grant Disaster Recovery (CDBG-DR) project scope. The disaster shelter component is removed due to significant cost impacts associated with elevating the facility to meet hurricane evacuation shelter standards. The Center will now serve as a refuge of last resort. Approval of Contract Change Order 3 for the Lee Health Sports Complex, adding $59,817.55 for additional construction services from M. Gay Constructors, Inc. This change order will standardize the power distribution system by replacing aluminum wires with copper and includes a 120-day time extension due to contractor delays. The new contract total is $2,753,777.93. Funding is from the Tourist Development Tax Fund. [Thirteen county facilities] Approval of an annual piggyback agreement with Daikin Applied Americas, Inc. for HVAC equipment, products, and services, using the Region 4 Education Service Center contract. This agreement covers thirteen county facilities for routine inspection and maintenance. The estimated three-year budget is $525,000, with an annual expenditure of $175,000. [Ortiz Jail] Ratification of an emergency purchase with Tekplan Solutions for $119,000 to replace the Smoke Panel at Ortiz Jail. The panel is critical for the facility’s smoke evacuation system. The replacement includes necessary software and hardware updates. [Lee County libraries] Approval of a three-year renewal and expenditures totaling $378,115.25 with Gale Cengage for electronic and print library resources. The estimated expenditure for FY 25-26 is $125,435.16. Electronic resources total $207,315.25 and print resources total $170,800 over the three years. These resources are used by library patrons for educational and research purposes. [Ten Mile Canal, east of the Page Field Airport] Approval of a Supplemental Task Authorization (STA) to the contract with HighSpans Engineering, Inc. for professional engineering services to upgrade the Ten Mile Canal Page Field Weir, located east of the Page Field Airport. The project aims to address critical flood resiliency needs by replacing the aging structure with a remotely operable weir to proactively manage stormwater. The STA covers design, permitting, and construction-phase services. Funding is from a Florida Department of Environmental Protection grant. [Player Development Complex] Award of an informal quote to Creative Shades Solutions, Inc. for $135,500 to construct eleven shade structures over baseball bleachers at the Player Development Complex. The structures will be commercial-grade, fire-rated fabric canopies supported by galvanized steel frames. Installation includes six units on the first baseline of Fields 2, 3, 4, 5 and the third baseline of Fields 3 and 5; four units behind home plate on Fields 2, 3, 4, and 5; and one unit behind home plate on Field 1. Funding is from the FEMA Disaster Relief Fund. Approval of the purchase of incident response equipment for Southwest Florida Urban Search and Rescue (USAR) Task Force 6 for $132,549. The purchase includes Paratech Technical Rescue equipment and accessories for advanced shoring, collapse stabilization, lifting, and rescue operations. The cost is reimbursable through funds from the Florida Division of Emergency Management. Approval of a sole-source procurement not-to-exceed $700,000 for one year for proprietary parts and repair services for Volvo machinery from Alta Construction Equipment Company. Alta is the only authorized dealer with the necessary diagnostic software. This is for Lee County Solid Waste operations, which maintains 25 Volvo machines. The prior year's agreement was not-to-exceed $650,000. [Lee Hendry Landfill] Approval of a contract amendment with Sullivan Environmental, Inc. to add Hydrogen Sulfide Testing services to the Landfill Gas Operation, Monitoring and Maintenance Service contract. This amendment will increase the contract amount by $45,975 annually, with a new maximum anticipated annual expenditure of $214,640. This is required to meet Florida Department of Environmental Protection standards for the landfill gas collection system installed in 2025. [Summerlin Road from just west of Shell Point Boulevard to John Morris Road; case County Project Authorization No. 12] Approval of County Project Authorization No. 12 to the contract with Ajax Paving Industries of Florida LLC for $185,033.85 for paving of the Summerlin Road Multi-Use Pathway. This includes milling, paving, and ADA upgrades along Summerlin Road from just west of Shell Point Boulevard to John Morris Road. [E 12th Street between Richmond Ave. and North Ave, Lehigh Acres] Authorization for contracted services from Scott Commercial Contracting LLC dba Team Scott for $144,693.90 to remove and install new drainage pipes along E 12th Street between Richmond Ave. and North Ave in Lehigh Acres. This involves work at nine cross sections, totaling 360 linear feet, including trenching, paving, and sodding. [Water and wastewater plants] Securing Emerson LLLP as the single-source provider for Rosemount Analytical Instruments, OEM Parts, repair services, and technical support for water and wastewater plants. The total expenditure for the prior twelve-month period was $76,973.04, with a new expenditure limit of $100,000. Emerson LLLP is the sole designer, manufacturer, and servicing entity for these instruments. [Sanibel – Captiva Road and Captiva Drive; case ResilientLee IF-003] Award of a contract to HighSpans Engineering, Inc. for $874,907.64 to provide engineering services for storm surge resiliency improvements and hardening along Sanibel – Captiva Road and Captiva Drive. The scope includes designing storm surge protection, stormwater management, sewer force main relocation, and structural hardening. This project is funded through a Community Development Block Grant – Disaster Recovery Program (CDBG-DR). [Burnt Store Road from Delilah Drive north approximately five miles to Vincent Ave; case County Project Authorization No. 1] Approval of County Project Authorization No. 1 to the contract with Ajax Paving Industries of Florida LLC for $3,029,889.01 for safety improvements along Burnt Store Road. The project limits are from Delilah Drive north approximately five miles to Vincent Ave and will include adding 4 ft wide paved shoulders, new turn lanes at Caloosa Parkway, rumble stripes, guardrail, roadway signs, and pavement markings. Work is set to begin in June. [Along Alico Road] Award of a competitively bid construction contract to IT Communications, LLC for $4,937,585.00 for Southeast County Force Main Improvements - Segment 2 – Construction. The project involves constructing new 20-inch PVC and 24-inch HDPE force mains along Alico Road to connect existing collection system force mains to the new Southeast Advanced Water Reclamation Facility. Construction is anticipated to begin by late spring 2026. [North Port, Florida] Authorization for the Housing Authority of Lee County (HFA) to issue Multi-Family Revenue Bonds, not to exceed $37,000,000, to finance the acquisition, construction, rehabilitation, equipping, and development of a 216-unit affordable multi-family rental housing project known as Avella North Port Project (fka North Chamberlain Apartments) in North Port, Florida. These bonds do not constitute a debt or liability to Lee County. [US 41 Pugliese; case CPA2025-00003] Conducting the first of two public hearings to adopt a development agreement between Lee County and Clara Point, LLC, owners and developers of the Pugliese 41 Project. A comprehensive plan amendment for this project was previously approved. The second public hearing is scheduled for June 2, 2026. [Lee County] Conducting a public hearing to approve a Resolution establishing Solid Waste Disposal and Solid Waste System Assessment rates and other charges for FY27 through FY30, capped at a 5% annual increase. These assessments will be included on Lee County property tax bills. The item also authorizes staff to prepare amendments to Chapter 25 of the Lee County Code of Ordinances to eliminate the requirement for an annual public hearing to adopt rates, provided rates do not increase above the authorized amount. [Southwest Florida International Airport] Conducting a public hearing to approve and adopt a TEFRA Resolution on behalf of AFCO Airport Real Estate Group, located at Southwest Florida International Airport, to use Air Cargo Obligated Group Revenue Bonds for capital improvement project costs. These bonds are not an obligation of the County or Port Authority and are payable exclusively from the revenues of AFCO Airport Real Estate Group RSW. Authorization for the Lee County Sheriff’s Office to submit a grant application and, if awarded, accept funding up to $700,000 for the FY 2025 De-escalation and Crisis Response Training Program from the US Department of Justice. Funding will be used to develop or expand training, potentially including a new virtual reality training system.
