Miami-Dade County is approving the award of a competitive revenue-generating contract, Contract No. EVN0002968, for a Passenger Lounge at Miami International Airport (MIA) to AD Partnership, LLC. The project involves the development, operation, and management of a premium passenger lounge in Concourse E, third floor, above Gate E7. The projected revenue for Miami-Dade Aviation Department (MDAD) is $93,800,000.00 over a 15-year term. The lounge will offer premium seating, food and beverage service, a full-service bar, Wi-Fi, and business center amenities. The vendor is responsible for all capital investment, build-out costs, staffing, maintenance, and operations. The contract was awarded after a competitive solicitation process where seven proposals were received, with four deemed non-responsive. During the Aviation and Seaport Committee meeting, discussions included the applicant's amenability to a labor peace agreement, with assurances that it would be a contractual requirement for the award. Commissioner Gilbert III stated he would defer the item if an agreement was not reached. No local firm was identified with the required experience and revenue proposal.
