Miami-Dade County adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. This plan, submitted by the Housing and Community Development (HCD) department, outlines policies and strategies for administering federally funded housing programs, including Public Housing, Section 8 Housing Choice Voucher (HCV), and Project-Based Voucher (PBV) programs. Key changes include establishing a site-based waiting list for Helen Sawyer Plaza Assisted Living Facility, implementing a weighted point system for ranking applicants based on preferences (e.g., homeless referrals, veterans, disabled individuals, elderly), and updating demolition/disposition activities. The plan also revises Project-Based Voucher resident rights and participation standards and addresses potential conversions of public housing to Project-Based Vouchers under the Rental Assistance Demonstration (RAD) program. Revisions to project configurations are noted for several developments, including Rainbow Village/Gwen Cherry, Culmer Place/Culmer Gardens, Newberg/New Haven Gardens, Gwen Cherry 06 and 22, Victory Homes, Arthur Mays, Naranja, Pine Island I & II, Modello II, and Kline Nunn, Little River Plaza, and Little River Terrace. The plan was made available for public review and comment from January 22, 2026, to March 7, 2026. The Resident Advisory Board (RAB) met with HCD staff on January 29, 2026, and Legal Services of Greater Miami, Inc. met on March 10, 2026, to discuss feedback. The majority of feedback from Legal Services was consistent with previous cycles and already addressed through existing policies.
