This legislative matter concerns the status of public housing developments. Two separate directives aimed to negotiate lease and development agreements with SG South Miami-Dade Ventures, LLC (for Arthur Mays Villas, Naranja, Modello II, and Pine Island) and PCSH Little River Development, LLC (for Kline Nunn, Little River Plaza, and Little River Terrace) without a competitive process. However, the United States Department of Housing and Urban Development (HUD) denied the County's request to proceed without a competitive process on March 13, 2026. Consequently, the recommendation is to initiate a competitive process for these developments. The Little River developments are part of a $15,000,000.00 grant from the State of Florida, Department of Environmental Protection for resiliency upgrades, addressing 232 public housing units vulnerable to flooding. The Florida Department of Environmental Protection (FDEP) advised that the County may delegate competitive procurement of subcontractors to PCSH.
