BIOSOLIDS REJECT & AWARD
Board of County Commissioners · 2026-06-02 · resolution
Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for the hauling and disposal of dewatered biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00. This contract has an initial five-year term with one five-year option to renew for the Water and Sewer Department. The resolution also rejected all bids received for Group 1, which pertains to hauling and disposal of dewatered biosolids, due to recent changes in Florida law restricting disposal options. A new solicitation for Group 1 is anticipated. The adopted contract for Group 2 covers hauling and disposal of grit and mechanical screenings from the County's three wastewater treatment plants. Public comment included concerns about rising costs due to bid rejection and hopes for a current contractor (Compost USA) to rebid for Group 1 services. Staff explained the rejection of Group 1 bids was necessary due to new Florida Statutes and regulations impacting land application, and that a new solicitation would be issued promptly. The County anticipates higher costs for Group 1 services due to these regulatory changes. The contract for Group 2 ensures continuity of critical services for wastewater treatment plant operations and regulatory compliance.
