Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for Hauling and Disposal of Dewatered Biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00. This contract has an initial five-year term with one, five-year option to renew for the Water and Sewer Department. The resolution also rejected all bids received for Group 1, which pertains to hauling and disposal of dewatered biosolids, due to recent changes in Florida law restricting disposal options. A new solicitation for Group 1 will be re-advertised. The contract for Group 2 covers hauling and disposal of grit and mechanical screenings from the County's wastewater treatment plants. Public comment included Vice Chairwoman Milian Orbis inquiring about potential cost increases due to bid rejection and Mr. Fink explaining the rejection was due to pending legislation. Commissioner Cohen Higgins expressed hope that Compost USA would rebid for the new solicitation. The total estimated value for the Group 2 contract over 10 years is $101,251,800.
