Miami-Dade County Commission considered a resolution authorizing additional expenditure authority for the Bus Passenger Shelter Program. The program, managed by the Department of Transportation and Public Works (DTPW) under Contract No. RFP-01071 with Outfront Media Group, LLC, aims to install 500 additional bus passenger shelters with illumination systems and trash receptacles in the Unincorporated Municipal Service Area (UMSA). This expansion will increase sheltered stops in UMSA to approximately 89 percent. The total modified contract amount will be $54,944,885.00, with an additional $24,980,000.00 authorized. Funding will come from the People's Transportation Plan (PTP) Bond Program. The resolution was amended and forwarded with a favorable recommendation from the Transportation Committee. Public comment included concerns from Senator Garcia regarding the vendor's existing contract and additional funding request, and inquiries about revenue sharing from advertising. Ms. Miller clarified the funding and revenue model. Vice Chairwoman Regalado suggested revisiting advertising rules to generate additional revenue. Commissioner Bermudez sought assurance that the vendor would comply with political advertising ordinances. Chairman Gilbert III clarified the origin of the political advertising ban and cautioned against regulating speech. Ms. Miller committed to providing a timeline for shelter installation.
