Commissioner Bermudez expressed concern about the significant delay between the contract award in December 2023 and its presentation for ratification, noting it was well beyond the typical 120-day timeframe. Mayor Levine Cava acknowledged the delay was due to a lack of a system at the time and stated a new system is now in place to prevent recurrence. The contract was ultimately supported and adopted.
