Miami-Dade County Board of County Commissioners adopted Resolution R-542-26, directing the County Mayor or designee to negotiate and award Contract No. EVN0016781, Disaster Debris Removal Monitoring Services, to Thompson Consulting Services, LLC. The contract is for an initial five-year term with one, five-year option to renew, for multiple county departments. The decision followed a discussion where Commissioners expressed concern over a significant cost difference between the top-ranked proposer (Tetra Tech, Inc.) and the second-ranked proposer (Thompson Consulting Services, LLC), with Thompson's proposal being nearly $1 million lower. Despite Tetra Tech scoring higher, the Board ultimately voted 7-3 to recommend Thompson Consulting Services, LLC, citing the cost savings and the firm's qualifications. The contract is activated only after a disaster to monitor debris removal and ensure FEMA reimbursement eligibility. Separately, the Board also approved and ratified the 2026-2029 Collective Bargaining Agreement between Miami-Dade County and the American Federation of State, County, and Municipal Employees, A.F.L.-C.I.O., Miami-Dade County Water and Sewer Department Employees Local 121. This agreement covers various changes including updated language for state law compliance, work rules, and provisions for reopening negotiations on overtime compensation, special wage provisions, wages, and group health insurance. The collective bargaining agreement has a term from June 1, 2026, through May 31, 2029.
