This decision followed a discussion where concerns were raised about the significant cost difference between the initially recommended vendor, Tetra Tech, Inc., and Thompson Consulting Services, LLC, with the latter proposing a cost nearly $1 million lower. Commissioners favored the cost savings and Thompson's qualifications. The resolution was adopted as amended on June 16, 2026, with a 7-3 vote.
