Establishment of the Downtown SoMi Community Development District (CDD) has been proposed. The CDD will be located in the City of South Miami and is generally bounded by Harriet Tubman Highway (US 1) to the north, SW 57 Avenue (Red Road) to the east, SW 72 Street (Sunset Drive) to the south, and SW 58 Avenue to the west. The proposed development includes approximately 10.16 acres with 202,462 sq ft of retail space, 1,513 residential units, 287 hotel rooms, 65,892 sq ft of office space, a 1,300-seat movie theater, 2,786 parking spaces, roadway improvements, and stormwater, wastewater, and water systems, with an estimated cost of $149M. The Board of County Commissioners adopted the ordinance on first reading on 4/21/2026. The matter was deferred by Commissioner Regalado to the July 21, 2026 Board of County Commissioners meeting. The CDD will provide a financing mechanism for community infrastructure, facilities, and services, including maintenance of private roads and infrastructure. The creation of the CDD will have no fiscal impact on the County, as funding will come from assessments levied against properties within the CDD.
