MOTOROLA RADIOS - MOD

Board of County Commissioners · 2026-06-16 · resolution

Miami-Dade County Board of County Commissioners approved an additional expenditure authority of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their 7-year useful life. MDFR requires funds for phases one and two of the Integrated Command and Communications Center (IC3), system operations, maintenance, and equipment for new vehicles. CITD requires funds for continued acquisition of portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. The contract was amended and approved by the Board of County Commissioners on June 16, 2026. During the Intergovernmental and Economic Impact Committee meeting on March 11, 2026, concerns were raised regarding the total cost, interoperability, longevity of the system, and pricing per unit. Public comment included a representative from L3Harris stating radios cost $8,000 per unit, which was later clarified by staff to be $6,400 per unit for Motorola radios, with explanations provided for the discrepancy due to multiple models, ancillary items, and services. Commissioners requested further analysis on whether other radios could meet department needs at a lower cost.
