Miami-Dade County Board of County Commissioners approved an amended resolution authorizing an additional expenditure of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their 7-year useful life. The MDFR needs funds for phases one and two of the Integrated Command and Communications Center (IC3), ongoing system operations, maintenance, support services for APX NEXT radios and Visilink, new mobile radios for vehicles, and WAVE subscription costs. CITD requires funds for continued acquisition of portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. The contract was initially approved in 2022 for $165,000,000. Public comment included concerns about the cost per radio, dependence on a single vendor, and the need for standardization. Commissioners questioned the timeline for MDCR receiving new radios and the pricing discrepancies. Staff confirmed the need for interoperability among public safety agencies and that the P25 protocol allows different radios to communicate.
