Miami-Dade County is creating Chapter 31, Article VIII of the Code of Miami-Dade County, Florida, to regulate the safe operation of Personal Delivery Devices (PDDs) and Mobile Carriers (MCs) in both incorporated and unincorporated areas. This ordinance requires a permit for operation, mandates specific device enhancements (lights, reflectors, audible alerts, braking systems, obstacle detection, geofencing, automatic stop features), and sets rules for operation including speed limits (10 mph on sidewalks, 6 mph in high-pedestrian areas, 5 mph in crosswalks), yielding to pedestrians, and prohibiting obstruction of pedestrian travel.
