Miami-Dade County is considering an ordinance to regulate the operation of personal delivery devices and mobile carriers in both incorporated and unincorporated areas. The proposed ordinance, File Number 261294, would create Chapter 31, Article VIII of the Code of Miami-Dade County, Florida, establishing rules for safe operation, including speed limits, required device enhancements (lights, reflectors, audible alerts, braking systems, obstacle detection, unique identification, geofencing, and automatic stop features), display requirements (QR codes), prohibited activities (operation in school zones during enforcement times, unauthorized staging/storage, obstruction of pedestrian travel, prolonged idling, parking in crosswalks or ADA pads), and registration/insurance requirements. A permit from the Department of Transportation and Public Works (DTPW) would be required for deployment and operation. The ordinance also outlines enforcement by civil penalty and allows municipalities to establish their own, potentially more stringent, regulations. The matter is currently in committee, with a tentative public hearing scheduled for July 21, 2026.
