Miami-Dade County is enacting regulations for the safe operation of Personal Delivery Devices (PDDs) and Mobile Carriers (MCs) throughout incorporated and unincorporated areas. This ordinance creates Chapter 31, Article VIII of the Miami-Dade County Code. Key provisions include requiring permits for operation, mandating specific device enhancements (lights, reflectors, audible alerts, braking systems, obstacle detection, geofencing, automatic stop features), establishing speed limits on sidewalks (10 mph), in high-pedestrian areas (6 mph), and in crosswalks (5 mph), and prohibiting certain activities like obstructing pedestrian travel or staging devices in public rights-of-way without authorization. Operators must maintain insurance ($100,000 general liability), monitor devices in real-time, and report incidents. Municipalities can adopt their own regulations. The ordinance was introduced on 7/13/2026 and tentatively scheduled for a public hearing on 7/21/2026.
