Miami-Dade County is approving a Development Lease Agreement (DLA) with MQ TMB Holdings, LLC for a 310,026 square foot parcel of land at Miami Executive Airport. The project involves the development of aviation hangar facilities, taxi lane, and ancillary infrastructure, with a minimum investment of $7,000,000.00. The lease term is 25 years with a one five-year renewal option. The project includes a fixed-base operator (FBO) terminal, three aircraft hangars (two 30,000 SF, one 15,000 SF), fuel facilities, concession areas, parking, maintenance and repair space, and a flight training school. The County anticipates an estimated $6,372,695.00 in revenue over the initial term. The Aviation and Seaport Committee recommended approval with amendments related to expedited permit review. The agreement is subject to conditions precedent, including approval from traffic and consulting engineers and the Federal Aviation Administration (FAA). The development will occur in two phases, with completion of Phase 1 within 36 months and Phase 2 within 60 months of the DLA execution. MQ TMB Holdings, LLC is managed by Ronald B. Sammy and Miguel Mouriz, who have aviation and real estate development expertise. The agreement includes provisions for small business enterprises, Art in Public Places, Responsible Wages, and a community benefit program involving fuel donations to George T. Baker Aviation Technical College. MQ TMB will also work with the County and FAA to minimize noise impacts.
