An ordinance is in draft to change the municipal boundaries of the City of Florida City, Florida, by annexing an unincorporated area referred to as Area J. The annexation is pursuant to Section 6.04(B) of the Home Rule Charter and Chapter 20 of the Code of Miami-Dade County. The approximate outer boundaries of Area J are SW 328th Street (North), SW 192nd Avenue (East), SW 344th Street (South), and SW 199th Avenue (West). The ordinance includes provisions for the reservation of utility tax revenues to the County, county retention of residential garbage and refuse collection and disposal services (unless delegated via interlocal agreement), payment of certain outstanding debt service attributable to the annexation area by the City, and county retention of jurisdiction over certain declarations of restrictive covenants and areas/facilities of countywide significance. The City will pay $1,709.71 for stormwater bond debt service. The ordinance is interdependent and will be effective upon the later of 10 days after enactment (unless vetoed) or upon execution of an interlocal agreement between the City and County. If requirements are not met within 180 days of adoption, the ordinance will be void. The City of Florida City applied for this annexation on September 15, 2021. The Board of County Commissioners adopted Resolution No. R-658-25 on July 1, 2025, directing the County Attorney to prepare the ordinance and interlocal agreement.
