HURRICANE RECOVERY SERVICES MOU

Miami-Dade County Board of County Commissioners (BCC) is considering a Resolution approving and authorizing the execution of a standard form Memorandum of Understanding (MOU) between Miami-Dade County and municipalities for debris removal, staging, reduction, long-range hauling, and monitoring services. This MOU is intended to facilitate hurricane clean-up and recovery operations. The Department of Solid Waste Management (DSWM) has three pre-established competitively bid emergency contracts for these services. The requesting municipality will compensate the County for services rendered. The MOU will be managed by Bolanle Shorunke-Jean, Assistant Director, Financial Services, DSWM. This initiative follows a similar MOU executed after Hurricane Irma in 2017 for North Bay Village, City of South Miami, and Town of Medley. The City Manager of North Bay Village contacted DSWM in February 2025 to request similar future services. The MOU is effective during hurricane season or until financial obligations are met. Services include Debris Removal, Staging and Reduction, Long-term Hauling and Disposal, and Monitoring.
