HURRICANE RECOVERY SERVICES MOU

Miami-Dade County is seeking approval for a standard Memorandum of Understanding (MOU) with municipalities for debris removal, staging, reduction, long-range hauling, and monitoring services, primarily for hurricane recovery. The Department of Solid Waste Management (DSWM) has pre-established, competitively bid emergency contracts for these services. The MOU allows DSWM to include other requesting municipalities in its Debris Removal Program. Municipalities will compensate the County for services rendered based on established contract rates at the time of a storm event. The item was forwarded to the Board of County Commissioners (BCC) with a favorable recommendation by the Intergovernmental and Economic Impact Committee. The County Mayor or designee is authorized to execute the MOU and manage its provisions, including renewal and termination. The need for such an MOU was highlighted after Hurricane Irma in 2017, and a similar request was made by North Bay Village in February 2025.
