Miami-Dade County Board of County Commissioners (BCC) considered a resolution (File Number: 261339) to direct the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site. This action follows the rejection of all proposals received under RFP No. EVN0019329, Development of Landfill Gas Conversion Project, because they were deemed non-responsive. The original plan included both South Dade and North Dade Landfills, but the North Dade Landfill was found to be not viable. The estimated cost for a developer to design and build each facility was over $30,000,000. The BCC agenda date was July 21, 2026. The resolution directs the County Mayor to file a waiver of formal bid procedures and bring back a negotiated contract for approval. Alternatively, if the waiver is not filed by a certain time, the Mayor must report to the Board by September 1, 2026, explaining why and placing the report on an agenda. The Policy Council had previously amended the item to reject all proposals and pursue direct negotiation.
