Miami-Dade County Commissioners are directing the County Mayor to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site. This follows the rejection of all proposals received under a previous solicitation (RFP No. EVN0019329) because they were deemed non-responsive. The new contract negotiation is subject to a waiver of formal bid procedures. If the waiver is not filed, the Mayor must report to the Board by September 1, 2026, explaining why. The project involves designing, constructing, financing, operating, and maintaining the facility. The North Dade Landfill site was deemed not viable for this project. The estimated cost for a developer to design and build each facility was over $30,000,000. The County plans to seek feedback from the market before issuing a new solicitation, anticipating at least four proposers will resubmit.
