Miami-Dade County Commissioners are considering ratifying an emergency contract, E-10663, for MDPLS Microsoft Licenses with Insight Public Sector, Inc. The contract is for $1,700,000.00 over a three-year term, ending January 14, 2029. This action is necessary due to Microsoft's transition from its Educational Licensing Program to its Nonprofit Licensing Program, which impacted Miami-Dade Public Library System's (MDPLS) ability to continue using existing licenses and led to difficulties in negotiating a new direct agreement with Microsoft. An emergency was declared on January 15, 2026, to ensure continuity of services, cybersecurity, and data protection. The county attempted to secure a direct agreement with Microsoft and explore competitive bids through resellers, but faced evolving requirements and inflexibility from Microsoft. Peer institutions nationwide reported similar challenges. The contract is funded by the Library District FY 25-26 Adopted Budget. The User Access Program applies, but Small Business Enterprise measures, Local Preference, and Living Wage Ordinance do not.
