Miami-Dade County Board of County Commissioners (BCC) is considering the approval of Contract No. EVN0013501 for Quicklime. The contract is recommended for award to Carmeuse Lime & Stone, Inc. for a five-year term, with a total amount of $124,080,000.00. This contract will supply quicklime to the Miami-Dade Water and Sewer Department (WASD) for use in water treatment operations at three regional plants: John E. Preston, Hialeah, and Alexander Orr. Approximately 42,000 tons of quicklime are required annually. The contract replaces Contract No. FB-01772. An Invitation to Bid was issued on March 9, 2026, and closed on March 31, 2026, receiving two bids. Market research indicated only two vendors in South Florida are capable of supplying the chemical to meet specifications. No certified Small Business Enterprise (SBE) firms could meet the requirements. The quicklime must meet stringent quality and regulatory requirements, including a minimum 90 percent calcium oxide (CaO) concentration, conform to AWWA Standard B202-25, and be certified under NSF/ANSI Standard 60. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The proposed contract reflects updated unit prices reflecting current market conditions.
