Miami-Dade County Board of County Commissioners (BCC) is considering awarding Contract No. EVN0013501, "QUICKLIME," to Carmeuse Lime & Stone, Inc. for $124,080,000.00 for a five-year term. This contract is for the Miami-Dade Water and Sewer Department (WASD) to procure quicklime, a critical chemical used in water treatment for softening, pH adjustment, and alkalinity control. The quicklime will be delivered in bulk by truck and railcar to three regional water treatment plants: John E. Preston, Hialeah, and Alexander Orr. WASD requires approximately 42,000 tons annually to supplement lime produced by its own kilns and ensure operational continuity. The contract requires quicklime to meet stringent quality and regulatory standards, including a minimum 90 percent calcium oxide (CaO) concentration, conformity to AWWA Standard B202-25, and certification under NSF/ANSI Standard 60. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The proposed contract replaces Contract No. FB-01772. Market research indicated only two vendors in South Florida are capable of supplying the required chemical, and no certified Small Business Enterprise (SBE) firms could meet the solicitation requirements. The recommended vendor, Carmeuse Lime & Stone, Inc., is based in Pittsburgh, PA, and is the lowest priced responsive and responsible bidder.
