Miami-Dade County is seeking to authorize a non-competitive designated purchase for garbage collection and disposal services under Contract No. 6938-2/22. This action will provide an additional three years and $19,411,303.00 in expenditure authority, bringing the total modified cumulative amount to $81,897,586.00. This extension is necessary for multiple County departments, including Housing and Community Development (HCD), Parks, Recreation and Open Spaces Department (PROS), Miami-Dade Corrections and Rehabilitation (MDCR), People and Internal Operations Department (PIOD), and Water and Sewer Department (WASD), to continue receiving these essential services without interruption. The extension also allows the Department of Solid Waste Management (DSWM) sufficient time to transition these services from contracted vendors to in-house operations. The contract was originally approved on September 17, 2013, and awarded to multiple vendors on a group basis for waste collection and legal disposal at various County locations. The current contract term expires on May 31, 2028, and with this extension, it will expire on May 31, 2031. The primary users requiring additional funding are HCD ($6,500,000) due to increased bulk pick-up needs and illegal dumping, and PROS ($6,500,000) due to adding service locations and increasing pick-up frequencies. MDCR requires $1,980,000, PIOD requires $1,436,000, and WASD requires $1,701,525 for continuity of services at their respective facilities. DSWM is planning to procure additional trucks, dumpsters, establish new positions, and recruit/train personnel for the in-house transition.
