Miami-Dade County Board of County Commissioners rejected all proposals for a Fare Collection Application (FCA) for the Department of Transportation and Public Works (DTPW) under Request for Proposals No. EVN0001148. The rejection was recommended to allow for updates to the RFP, including clarifying language on subcontracting restrictions, the number of firms for oral presentations, pricing submission for optional items, and the evaluation methodology. A new RFP with revisions will be advertised. The original contract was intended to replace Contract No. L8481-0/27, valued at $31,671,329, expiring January 31, 2028. Multiple proposers submitted objections during the evaluation phase, citing ambiguities in the RFP requirements. The revised RFP will prohibit proposers from subcontracting with Genfare, LLC (current fare collection equipment provider), clarify the number of firms for oral presentations, and provide a methodology for evaluating pricing of optional items. The scope is countywide. There is no fiscal impact from the rejection.
