Miami-Dade County is approving the award of Professional Services Agreements (PSAs) for Construction Engineering and Inspection (CEI) services for federally and state-funded projects under SPD Project No. E23TP03; Contract No. CIP268-DTPW22-CEI. The total combined maximum allocation for these agreements is $22,000,000.00 for a five-year term. Four firms have been recommended for award: AECOM Technical Services, Inc., BCC Engineering, LLC, EAC Consulting, Inc., and HNTB Corporation. These agreements are structured as capacity-based, multi-award contracts, meaning each firm will be awarded a portion of the total capacity and may receive Work Orders on an as-needed basis, with no guaranteed minimum amount of work. The CEI services will support the Department of Transportation and Public Works (DTPW) in administering, monitoring, and inspecting construction activities to ensure compliance with design criteria, standards, plans, and specifications. Services include construction administration, schedule and permit monitoring, field inspection, quality control, testing, budget oversight, and contract closeout. The Transportation Committee forwarded this item to the Board of County Commissioners (BCC) with a favorable recommendation on July 14, 2026. The BCC is scheduled to take final action on September 1, 2026. Thirteen proposals were received, and the four highest-ranked firms were recommended for award after evaluation.
