PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County Board of County Commissioners is considering a resolution to approve an amendment to the FY 2026-30 Five-Year Implementation Plan Update of the People's Transportation Plan (PTP). This amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II Project (CIP145). These buses were purchased in January 2017 for $3,896,702 using FDOT grant funds but were later redeployed from I-95 Express Bus Service routes due to declining ridership and operator shortages during the COVID-19 pandemic. This redeployment was inconsistent with FDOT's requirements, leading to a request for reimbursement from FDOT on September 9, 2024. Miami-Dade County's Department of Transportation and Public Works (DTPW) issued a reimbursement payment of $3,896,702 to FDOT on January 12, 2026, from DTPW's Operating Fund. The PTP amendment is needed to authorize the use of PTP capital funds to restore DTPW's operating fund resources and ensure compliance with PTP funding eligibility. The project is funded in part by Charter County Transportation Surtax Funds and is included in the County's FY 2025-26 Adopted Budget.
