PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County Board of County Commissioners is considering a resolution to amend the FY 2026-30 Five-Year Implementation Plan Update of the People's Transportation Plan (PTP). The amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. These buses were purchased in January 2017 for $3,896,702 using FDOT grant funds but were later redeployed from I-95 Express Bus Service routes due to declining ridership and operator shortages during the COVID-19 pandemic. This redeployment was inconsistent with FDOT's contractual requirements, leading to a reimbursement request from FDOT. Miami-Dade County's Department of Transportation and Public Works (DTPW) issued the reimbursement payment on January 12, 2026, using DTPW's Operating Fund. The PTP amendment is required to authorize the use of PTP capital funds to restore DTPW's operating fund resources and ensure compliance with PTP funding eligibility. The Transportation Committee forwarded the item to the Board of County Commissioners (BCC) with a favorable recommendation following a public hearing.
