PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

This legislative item concerns a resolution to amend the FY 2026-30 Five-Year Implementation Plan Update of the People's Transportation Plan (PTP). The amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. These buses were purchased in January 2017 for I-95 Express Bus Service routes and later redeployed due to declining ridership and operator shortages during the COVID-19 pandemic. The Florida Department of Transportation (FDOT) requested reimbursement for the depreciated value and unauthorized mileage, totaling $3,896,702, which Miami-Dade County's Department of Transportation and Public Works (DTPW) paid from its Operating Fund on January 12, 2026. The amendment is required to authorize the use of PTP capital funds to restore DTPW's operating resources and ensure compliance with PTP funding eligibility. The project is funded in part by Charter County Transportation Surtax Funds and is included in the County's FY 2025-26 Adopted Budget and Multi-Year Capital Plan.
