Palm Beach County's child care regulations meet or exceed state minimums. [case R2020-1834] Rescission of Interlocal Agreement R2020-1834 and approval of a replacement Interlocal Agreement (IA) with the City of Greenacres for network and telephone services. The new IA provides updated terms, increased bandwidth at two locations, and adds telephone services, for an annual revenue of $44,640, from June 9, 2026, through June 8, 2031, with four automatic one-year renewals. Authority is delegated to the County Administrator or designee to approve Task Orders up to $50,000. The City of Greenacres has been approved for connection to the Florida LambdaRail network. [Countywide] Conversion of one full-time equivalent (FTE) vacant position within the Public Safety Department (PSD) from non-ad valorem funding to ad valorem funding to support the Division of Electronic Services and Security (ESS). Position #3796 was reclassified from a 911 Specialist to a Contracts Coordinator. The existing non-ad valorem funding is restricted and cannot be applied to the new role. The associated costs can be absorbed within PSD's current lapse salary savings. The Contracts Coordinator will provide administrative support for contracts, grants, agreements, and lease administration for ESS. [Countywide] Approval of a Contract for Professional Consultation and Emergency Services in veterinary medicine with Veterinary Emergency Group, LLC (VEG) for $410,000, retroactive to May 15, 2026, through September 30, 2029. This contract enables the Animal Care and Control Division (ACC) to provide overnight, emergency veterinary services. VEG was selected through a competitive procurement process. The contract aims to minimize overnight after-hours response by County veterinary staff. FY 2025 usage was $111,715 for 180 cases; current year-to-date is $86,141 for 165 cases. [Countywide] Receive and file a fully executed Palm Beach County FY2026, Category “G” Grant Agreement with Spartan Race, Inc., managed by the Palm Beach County Sports Commission, Inc., for the promotion of the Palm Beaches Spartan Sprint Weekend held March 28-29, 2026. The grant term is October 28, 2025 – June 29, 2026, for $30,000. The event generated 4,424 room nights. [Countywide] Approval of the appointment of West Palm Beach Commissioner Ms. Christy Fox as an At-large member to the Palm Beach County Tourist Development Council (TDC). She will complete an unexpired term ending September 30, 2026, and then serve a full four-year term from October 1, 2026, through September 30, 2030. The TDC has nine members, including two elected municipal officials. [Countywide; case R2024-1435 (Interlocal Agreement)] Approval of one reappointment to the CareerSource Palm Beach County, Inc. Approval of one reappointment: Alyssa Freeman (Business Representative) for July 12, 2026 - July 11, 2030. Both were nominated by business organizations. The Board's mission is to develop a system to prepare Floridians for high skill, high wage jobs. [Countywide] Receive and file the Final Audit Report #2026-02 Personally Identifiable Information (PII) Data Security. The report will be reviewed at the June 17, 2026, Internal Audit Committee meeting. [Countywide] Adoption of an ordinance amending Section 2-353(a) of the Palm Beach County Code to increase the lobbyist registration fee to $200 per principal annually, with annual adjustments based on the Consumer Price Index. The existing fee of $25 has not reflected administrative costs since 2009. This change aims to align with similarly situated governments and avoid frequent future amendments. [Countywide] Adoption of an ordinance amending Chapter 2, Article V, Division 5 of the Palm Beach County Code pertaining to the Palm Beach County Criminal Justice Commission (CJC). Amendments update language in the second WHEREAS clause to align with CJC objectives and replace the Public Sector Member Seat No. 16 President, Crime Prevention Officers’ Association with the Public Sector Representative of Palm Beach County Association Chiefs of Police. For Service Area three (3), the maximum allowable yard waste will be increased to twelve (12) cubic yards. The current definition is six (6) cubic yards or less. [Countywide] Budget transfer of $184,363 from Contingency Reserves to the Medical Examiner’s Office (MEO) for the purchase of five (5) Chevrolet Equinox vehicles. These vehicles will support medicolegal death investigations, scene response, operations, and related field duties. [County operated parks] Approval of a Park Ranger Services Agreement with the Palm Beach County Sheriff’s Office (PBSO) for law enforcement supervision in County operated parks from August 12, 2026, through September 30, 2029, with automatic yearly renewals. A budget transfer of $699,878 within the General Fund to PBSO from the Parks and Recreation Department is also requested. PBSO will provide thirty (30) full-time park ranger specialists, six (6) park ranger coordinators, one (1) administrative aide, one (1) lieutenant, and one (1) sergeant. Current park ranger employees will be separated from County employment. [Palm Beach County Fire Rescue (PBCFR) and Ocean Rescue; case R2021-1843, R2024-1522, R2025-1605, R2023-0687 (prior contracts)] Approval of a waiver of competitive solicitation and a Contract for Medical Director Services with Elite Medical Specialists, LLC for a retroactive period of June 1, 2026, through May 31, 2031, with a not-to-exceed total contract amount of $1,782,471. This contract replaces prior agreements and includes services for Fire Rescue and Ocean Rescue, as well as Urban Search and Rescue (USAR) related medical director services.
