The Board of County Commissioners approved a Future Land Use Map Amendment (FLUMA) for Project Orchid, rezoned approximately 20.25 acres from Industrial Light to Industrial Heavy, and approved a Conditional Use Permit for a metal foundry. These approvals are part of a larger development plan for a window manufacturing facility. The project involves a 1.4 million sq. ft. facility with a metal foundry, aluminum plant, and window assembly. The approvals allow for building heights up to 80 ft. on a portion of the 20.85-acre amendment area, an increase from the previous 60 ft. cap. The project is expected to create over 1,000 jobs with an estimated annual payroll of $53 million and generate over $1 million in ad valorem taxes. Significant road improvements are planned, including turn lanes and traffic signals at the intersection of Rock Road and Orange Avenue, and expansion of Orange Avenue. Conditions for approval include implementing site-specific control measures for noise, vibration, and odor, downcast exterior lighting, and a berm with an 8 ft. opaque fence for dumpster screening. Additional conditions for the foundry include submitting EPA and DEP permits, no dry sweeping, enclosed dry handling, and 90 days of baseline air quality monitoring prior to operations, with monitoring reports to be submitted to the County. The development agreement was amended to reflect the project's scope, increasing building space to 1.4 million sq. ft. and adjusting the maximum height to 80 ft.
