The Jacksonville Housing Authority (JHA) is planning a significant redevelopment project at the former Franklin Arms Apartments, now known as Downtown East Apartments. This project aims to transform the existing 98-unit structure, built in the 1970s and currently vacant, into a new affordable senior housing community. The proposed development will demolish the old buildings and construct a 130-unit community designed to serve residents earning 30-70% of the area median income. This initiative is currently under review and is expected to cost approximately $50 million, with Low-Income Housing Tax Credits serving as the primary equity source. The project scope includes site clearing and demolition of existing structures, followed by new vertical construction. Future amenities will feature a fitness center, movie theater, sunroom, green space, business center, and seating area.
